I Have exactly the same problem.
I am stuck with it since one month almost hopeless and on the point of
getting rid of Vista.
Paasie, if you have an idea on how to solve this mess, why don't you

Gary, if you read the first post of this thread, which I copy here
below, I had exactly the same problem with exactly the same error
message, word by word, the only difference being my provider server
suffix (.it instead of .fr because I live in Italy).

mail, but can send outgoing mail without problem. I also can't receive
newsgroups.
When opening Windows Mail, I get the "receiving mail" message, with
what
seems to be the right number of mail items on my ISP's server, but
nothing
arrives. After sixty seconds, it times out with the error message:
" Account: 'pop.tiscali.it', Server: 'pop.tiscali.it', Protocol: POP3,
Port:
110, Secure(SSL): No, Error Number: 0x800CCC19"
In attempting to solve it, I have:
- Checked my account settings over and over again
- Turned off the firewall, Windows Defender, and Anti-virus
- Tried other email clients, Thunderbird, with the same result,
so I suppose it's a Vista issue, no a Windows Mail one.
I've run out of ideas. Any help would be much appreciated."

I had the same problem, but after contacting my mail provider it works a few
days later. Had something to do with them not being ready for Vista yet... So
maybe this is worth trying

Timing out errors are often caused by an antivirus program
that is scanning the emails. Turn off or uninstall anything that
is scanning email. See:

Hi there: I do have the same problem since i installed Home Premium a month
ago and I have tried every idea indicated here. The provider also have
indicated is Vista Problem. Is there a way to know the microsoft comment to
the problem; so that we can resolve the problem finally?

I can receive mail but not send it. 30 minutes with my ISP rep still not
resolve the issue.

A microsoft member that phoned me today helped me to do a brand new install
of Vista with a Home Basic update disc. Some problems with mail are caused
when updating. When you have the update version: first backup files you want
to keep to a DVD or another partition. The make your CD-Rom drive first boot
drive (hold DEL or F2 during startup, change under BOOT TAB the first boor
option). Then install Vista wthout giving in your product key. You then get a
screen where you can choose for an advanced setup. Choose it and choose the
type of Vista you have (all others will also work for free for one month but
then you have to buy it after that month, so i don't advice this). The choose
to format the partition in which you want to install Windows in. Make sure
you don't choose the one your backups are in. Then instal Windows. After
Windows is installed, then make the harddisk the first boot drive and open
Vista. Then perform an update with your Vista disc the normal way and give in
the product key. You now have a brand new Vista install. All problems i had
(with mail, problems importing dbx files, .NET accounts etc.) are now over
and the system is working perfect!
