Unfortunately, that's how Windows Mail contacts work.
The Contacts feature works better in Windows Live Mail where you can
select a group from the To box, and (even better!) you can expand that
group (if desired) and omit selected members of that group.
In WM, the group is an all-or-nothing proposition.
