Try changing pop.west.cox.net to spop.west.cox.net as shown at cox support.
You may want to verify that. Start here:

There ought to be a Windows Mail help. I found it. You probably can also.

This is about the third time I have responded to you , but I'm trying it a
different way in hopes you will recieve it. I have tried every fix suggested
to me and now have a little different err message.

I didn't see much of a change in the error message.

There is a strong possibility that this mail account has been corrupted.
Delete the account, restart Windows Mail, then re-create that account.

Please be more specific in your question, why do you want to change POP3?
What do you want to change it to?

Here are cox.net's instructions for Outlook Express. They'll probably work
under Windows Mail also.
