Hi Michael,
Try using this port number instead:
SMTP, port: 25
In Windows Mail:
Click Tools, Accounts, Select your account, Properties, Advanced tab.
Then change the SMTP port number to 25 and click Ok.
You can verify here at Charter's website. Click the "Outgoing mail
port" under the Advanced tab line.
