Sending email from a "contact us" site

I have upgrades to the Windows Live. I can receive and send email from my
Windows Live account. However, when I go to another site (for ex: Utah DMV)
and click on the "contact us" site I cannot send my email. I get a message
that Windows no longer supports ...... etc. I apologize if this question has
been answered but I've been unable to find it. Help, please.
