691 Error Code - HELP

I am trying to set up my friends brand new out of the box Dell computer
- comes with Vista. I go through all the steps to get internet
connection, and keep getting error code 691 saying username and password
cannot be validated. I have checked over and over the correct spelling
and case sensitive compatability. She insists on MSN as her ISP. Have
called MSN techies at least 10 times on this and they keep telling me it
should connect. Well, it doesn't. (on my own computer I have XP)
Can someone please help me get past this 691 Error Code so I can connect
to the internet?

This sounds like a dial-up internet connection problem
rather than a Vista mail problem. You will get more
