is there anyway to uninstall a driver without booting the os?

everytime i boot my computer i have about 5 seconds before my computer crashes.

is there ANYWAY to stop my computer from installing the driver within 5
seconds?

i tried task manager(ending the task and process)
msconfig

Boot into safe mode and remove it from there.
