activation problems

I installed vista home premium on to my pc. once installed i activated
successfully. Then i had to reinstall vista cos my pc packed up. now i cant
activate using my product key. i get the message "the software licensing
service determined that this specified product key can only be used for
upgrading,not clean installations". Idont understand as it worked the first
time?

Follow the on-screen instructions to activate via telephone.
