It depends on the program.
Long as you can provide the correct settings and runtime modules, if they are needed. Often the settings are stored in the Registry, but some programs use INI or CFG files to store settings. Also you may need to manual install runtime modules like VB (Visual Basic) or VC (Visual C) runtime modules to run the programs. They are usually installed by the setup if they are required. There might be other files not mentioned like DLLs and SYS files that aren't stored in the program directory, but installed in the previous Windows directory which is longer are there and also you may need to register these files. It may require a lot of work to get it running again, which is why people generally recommend reinstalling.
