KB943729 Hoses GP processing and shutdown

When I install KB943729, the client service extensions for Vista, my system
stops processing GP's and it will not shut down or re-boot. RSOP will not
run, it gives a timeout error, that is the only error I have been able to
find in the event logs as well.

Any suggestions? This kills alot of features when it is not installed.
