prevent wireless switch from turning bluetooth off

I have a new Del Vostro 1510 laptop and I'm new to Vista.
Dell provided a utility (QuickSet) which allows me to specify
whether the hardware switch controls the Wifi and/or Bluetooth.

Is there a Windows Vista equivalent to this control?
