Modem software needs authentication

I am using Windows Vista Ultimate, and have a USR 5699B winmodem
installed. Every time I boot it asks me for authentication for
"c:\windows\system32\3cmlink.exe" runservices\device\3cpipe-3c 1807pd,
even though I have modified the properties of the 3cmlink.exe file to
run as administrator (I do have administrator rights). How can I stop
this from popping up every time I boot?
