Microsoft Photo Info 1.0 does not install

I recently tried to install this program and it beggins well, but at the end
(99% complete) I receive a message from the installer indicating that the
system found an incompatible (unexpected) module and it reverses the
installation right away. I am currently using Windows Installer 3.1.
