My Vista does not have welcome page shown up during booting

is it a problem?

No, it's not a problem unless you want the system to halt at that point and
wait for a logon.

Start Welcome Center, located in Control Panel - Welcome Center (if in
classic view).
At the bottom left, check the box next to "Run at startup (Welcome Center
can be found in Control Panel, System and Maintenance)".
Next time you start from a boot, or have logged off and log back in, the
welcome "page' will show.
