Compute stuck at installing update 17 of 21

Bought a new Dell laptop yesterday; worked fine. Today when logging out,
computer has been hung up with message: Please do not power off or unplug
your machine. Installing update 17 of 21. After a couple hours, I even
tried a hard boot, but same screen appears when starting. I welcome any
feedback or suggestions.
