Home Premium has MediaCenter and "DVD Maker" and Tablet PC features, plus
the AERO interface ( transparent windows) while Basic has not.

Side Effect : Basic runs just fine with 512MB Memory, while Premium needs
1GB, better 2GB

Basic is not as bad as one could think, it has all "major" new Vista
features built in, search,Sidebar,Security etc - except for the Interface
and the ultimate kick of Multimedia stuff. ( Moviemaker 2.6 is a free
download for non-Aero systems at MS website ).

Home Basic is *very* stripped down. Home Premium has many more
consumer-oriented features. There's a very good matrix of features in
the various editions here:

It shows that Home Premium has these things that Home Basic does not:

Aero Glass UI
Scheduled Backup
"Premium" games
Media Center
Windows Movie Maker
Windows DVD maker
Tablet PC Functionality
Side Show

In addition, the 64-bit version of Home Basic supports up to 8GB of
RAM, 64-bit Home Premium supports up to 16GB.

A very interesting article regarding Vista Home Basic.

HB is very nice if you don't want or need all the "pack-in" stuff that comes
in Home Premium. As a HB user the only thing I -really- miss is the "Aero"
interface with transparency and flip3D.

I used to play Mahjongg in OS/2 a lot back in the day, so I would probably
like that also.
