Bluetooth Problem

I just got a Toshiba Satellite A215 with Vista on it. I am trying to use the
Bluetooth application but I can't turn Bluetooth on. I have Bluetooth Monitor
installed, but I can't turn the actual thing on. How do I do this??

Look in Control Panel. There should be a Bluetooth Devices item you can open
and see the settings.

But there isn't. I have no idea where the "Bluetooth Devices" is.
