Turn Windows features on or off coming up blank

I am logged in as admin and when I go to the control panel/programs and
features and click on the "Turn Windows Features on or off" the window pops
up with the words please wait but after about a second the words disappear
and the window stays blank. I have been waiting about 30min and still blank.

i've also met such problem..
i'm using vista business right now..
