spanish characters are showned incorrect

Hi, I use windows vista ultimate in spanish international sort set-up and
keyboard. But it doesn't display correctly characters like "Ã‘" for instance
on internet explorer, microsoft outlook, MP3 NAMES etc. The correct code page
is ANSI 1252 and OEM 850. How can I check the OEM and ANSI code?. Which is
the correct code for Spanish International or Spain code?
