Hi, I got some sickness here.. when I try to install IIS (control
panel/programs and features/features on/off), I DONT SEE any IIS in the list.
Can't install it.. can't find it.. please, please help.

It isn't featured in the Home Basic edition of Vista. That sounds like
that may be the version you are using. If not, let us know and we can
see what else we can do for you.
