popup window at pc startup

Hi everyone,

I was wondering about the below items:
Would anyone know if there is a Vista news group in microsoft.com ? I cant
seem to find one.
I am also wondering how to remove that window that pops up as soon as the pc
starts.
In Windows explorer,where is the shortcut button to go up a level ,
and in IE,how to REMOVE the icons and the bar for the favourites,add a
favourite,homepage,font size,tools and help ???

Which window that pops up? If you mean the Welcome Centre then this can be
disabled at startup by un-checking the box on the bottom-left of the window
"Run at startup"
