Finally fixed!
After uninstalling kaspersky av 7.0, spywareblaster, spybot search and destory, perfectdisk, rivatuner and java I was finally able to get past the 64% warning. I was not able to get past it by putting windows xp in diagnostic mode so after uninstalling the above programs and putting windows in diagnostic mode I am now finally upgraded to Vista! Good luck to all and remember to uninstall anything that I mentioned above to possibly get past this issue.
