It depends for what purpose you want to Format Disk.
In general, you can find help going to Start > Help and Support
you'll find handy instructions such as these one:

Formatting disks and drives

Hard disks, which are the primary storage devices on your computer, need to
be formatted before you can use them. Formatting a disk means configuring
the disk with a file system so that Windows can store information on the
disk. Hard disks in new computers running Windows are already formatted. If

memory cards, might come preformatted by the manufacturer. CDs and DVDs use

Formatting erases any existing files on a hard disk. If you format a hard
disk that has files on it, the files will be deleted.

But if you want to uninstall Vista and install say, Win XP or again to
install
Vista from fresh & clean installation - JUST insert the CD with OS Vista
and reboot the PC and follow the instructions and the Win XP or Vista
will do it for you.

You should know the basic though of fresh installations.

from the menu what ever you need.
