monitor

On my new vista pc there is line down the right side of the monitor - about 1
inch from the edge

Is it the sidebar?

Right click within the line and the right side of the screen, what does it show?
If you see anything with Gadgets or Sidebar, it is the Sidebar.

no - shows a box - view, sort by, refresh,etc.

Dell said it was defective - sent a new one and it is ok.
