I have seen many Toshiba notebooks with this problem. The root cause seems
to be related to the head sensing device that will not allow the reading
laser to move far enough inward to read the Table Of Contents. Most of the
time, only certain CDs are affected though. Try a CD burned on another
computer and see if it can be read. Burned CDs seem to have the TOC a bit
further out on the disk.
