Your computer was using the MCE startup files to start Vista. Vista
recognizes earlier boot managers and lets them be during installation. When
you reformatted the Raptor drive, your computer didn't know where to look to
get startup info. (which is why MSFT recommends installing earlier OSs
before later ones, and why it's a good idea to leave them be once they're
installed.)
I'm not sure why your keyboard/mouse aren't working at the DVD install
screen. Are they wireless by any chance? If so, use wired K/M and see if
that works. If they're wired USB, try another USB port.
Once you can get past that point, try running Startup Repair from the Vista
disc and see if that recreates the boot manager on the Seagate drive.

search the Microsoft Knowledge base for assistance.
