I've had this happen twice. In both cases I had to do a full shutdown (to
power off) to clear it. First time, about a year back, was with a PS/2
keyboard, so I couldn't really swap it while running. Second time, back
about July, it was a USB keyboard and I could swap it with another I had
handy. The initial keyboard was a non-name, the replacement was a Microsoft
wired one. The problem continued after the swap. Restarting didn't fix it
in my case. I had to power down and come up again. That would say
"hardware," but what hardware? Could have been the keyboard controller for
the PS/2 case, but for the two different USB keyboards?
