Webcam locked by another application.

This is my first post.I have noticed some postings with the same
problem.
I have a Toshiba laptop A200 with a Chicony built in webcam.
Upon startup and when i am on messenger i can open the cam ok.But
sometimes the cam wont open saying that it is "locked by another
application".Then i have to do a reboot and it is ok.I dont think it is
a problem with the driver.My question is how can i find out what the
application is that has locked it.
Someone might know how to fix this problem.
