At restart Aspect Ratio of screen display is not correct.
I have a new E-Machines T5224 with a 19" flat panel monitor (E19T5W TFT LCD
Monitor, M/N: LE1938) and Intel Graphics Media Accelerator 950 video
card/chip/something.

About half the time that I restart the computer the aspect ratio of the
screen has been reset to some crazy size where the icons are so big that only
about 2/3 of the screen image is displayed (starting from the upper
right-hand corner). Resetting the apsect ration so that screen displays
normal is simple to do, but it is getting a bit annoying. I have called
E-Machines tech support about the problem and their experience with Windows
Vista (like most everyone else) is so new that they didn't know how to
resolve the problem.

Does anyone know how to resolve this? Note that as I write this, I realize
that I haven't checked the Intel website for their video card/chip/something
and will do that now.

It appears that the chipset is an Intel 945G Express chipset. The drivers
that came with the computer are the most current and I saw nothing in the
Intel FAQS addressing the issue that I have.
