This doesn't sound like a hardware problem, although it's not possible to be
sure at this point. Since you haven't told us what, if anything, you've
already done to troubleshoot, let's start with you answering the basics:
The First Question Of Troubleshooting: If the problem is new, what changed
between the time things worked and the time they didn't?
The Second Question of Windows Troubleshooting: what is the malware/virus
status of the machine? If you think it is clean, what programs (and
versions) did you use to determine this?

After you've gone through the very thorough scanning outlined above (not
skipping the preparatory work) and if you find that your machine is
virus/malware-free, do clean-boot troubleshooting next.
