Battery not charging - Toshiba A75 Vista

I just installed vista business on a toshiba satellite A75 and the
battery wont charge all the time. its picks and chooses its moments on
when to charge. i know the battery, mobo, and power adapter are all in
perfect condition. everything in XP pro worked great as well. when the
system is off the battery charges, when the system is on only sometimes
it will charge or it will just run off battery power. if i unplug the
cord it will start charging right away, but it may stop after sometime
again. again, i am 100% positive that this is not a cable, power
adapter, mobo, or battery issue. i'm almost positive its a driver/vista
issue. any assistance is appreciated. thank you.
