Sounds like driver issues.
Did Dell advertise this computer as "Vista Capable" when you bought it?
If so, you should remind them of their "promise".
You can also try finding out the make and model of your motherboard chipset
and going to the chipset maker's site (Intel, VIA, NVIDIA, SIS, etc.) to see
if Vista drivers are available.
