Unable to access mouse setting in control panel.

Hello.

I am trying to access my mouse settings in control panel as the
administrator, however, it will not let me. The button i ncontrol panel does
not respond at all. Every other button does, though, like network settings,
personalization, etc. Can anyone tell me what is wrong?

I am running a laptop with Windows Vista Home Basic.
