InstallShield is not installed on your machine. InstallShield is software
that installs software on your machine. InstallShield makes a setup program
that will install some software like a game or many other types of software
on your machine. A software developer will package his or her software with
Installshield, which InstallShield is installed on his or her machine, to
deploy/install his or her software on your machine.
You have to find out what program is trying to use the self contained
InstallShield setup, and it won't be a program name you will be able to
identify as InstallShield.
Hopefully, when that messages pops again, you should be able to use Task
Manager to see if you can spot the program that's running that is doing it.
