Vista Upgrade Advisor Problems
I have a Dell PC with Windows XP SP2 with a Penium 4 COU 2.40 GHZ 768 MB Ram
I am trying to run the advisor to check out Vista compatible etc.
When I run this advisor it keeps coming back saying that it cannot contact
the Web Services. My Internet services are running fine and all environments
have been downloaded and installed in order to run the Advisor.
The Advisor is Build 1.0.0000000.309
Can someone help me ?

Have you checked your firewall settings?
You can also run the advisor without connecting to the internet,
however as I am sure you know, you may not get the latest information.

Whether the advisor says so or not, you probably need more RAM.
1 GB is usually the minimum with 2 GB a better amount of RAM.

Also, it is an advisor and no more so use it as such.
Since there are a wide variety of manufacturers and products, it can
not be expected to be the silver bullet for the task.
You should still verify Windows Vista compatibility with the
manufacturers of your essential hardware and software.

As Jupiter noted... the advisor's recommendations should be taken with a
bucket full of salt.

I would recommend posting the full specs for your laptop here; model, video
card, at the very least. Maybe others with the same config, or similar, hang
here and might be able to give you "real world" feedback, which I don't
believe anyone here would consider is what one gets from the upgrade
advisor.
