Not necessarily. Many older LCDs had response times around 25ms - slow
enough that 60hz was plenty and using a faster refresh rate didn't give
any benefit. 60hz translates to about 17ms response time, 70hz is about
14ms, and 75 is about 13ms. The fastest LCDs today are around 8ms which
would be around 120hz, but there are other limitations that affect it.
