can't change wallpaper

I have tried everything i can and i can only change the background colour but
can not out up a pic.please help before i through my computer out the
window!!!

Right click a blank spot on the desktop and choose Personalize | Desktop
Background.

Control Panel > Ease of Access Center > Make the computer easier to see, Make
things on the screen easier to see, make sure Remove background images (where
available) is NOT checked
