I had this problem as well and this is the conclusion I came to:
Microsoft SQL Server 2000 is outdated, with Microsoft Server 2005 replacing it. Check this out for details:

After scouring the internet to try and keep this bugger from popping up, I found nothing satisfactory other than feeble attempts to either open MSCONFIG and stop the program (which re-opens on startup) or attempting to modify Vista. Don't do that because it will cause more problems than it is worth. The best thing to do, from what I understand, is to *
uninstall SQL server 2000.*
WHAT TO DO:
Go to: START> SETTINGS>CONTROL PANEL> PROGRAM>PROGRAMS AND FEATURES
From here search for Microsoft SQL Server 2000. Uninstall it. It might tell you which program is using it in the name, so take note of that (see below).
That should do it.
THE DOWNS:
One of your programs might have a problem syncronizing, but that will tell you which program that is screwing up and making the Sync Center run on startup. Re-install that program try to update the SQL Server *if you can*. I haven't tried this yet, so I don't know of the success rate.
Generic whines:
One of the annoying things about the sync center is that it does not give you a string or a location to tell you where the "problematic program" is running. It's a design flaw IMHO (or at least an overlooked one) that causes workflow annoyance in Vista. So, to me (regardless of the negative feelings about Sync Center itself) the problem lies in the Sync Center design. If there were a string in the adresss bar, it would save a lot of headaches. Of course, this is coming from a user's point of view and not from a programmers- so the solution might not be so easy in the designing of the product.
