No, that's not how it works. You should be able to activate again and again
on the *same* hardware. And even if Internet activation doesn't go through
[but it probably will], you can always do a telephone activation. Tell the
operator that it's going on the very same machine and you will get the
numbers.
If you are using the Vista Home Premium 'upgrade' media (DVD or CD-ROMs)
instead of OEM or Full, have a look at this before clean installing:
