Parental Control has limited options and does not reset

1. I allowed a you-tube site to be viewed. It did not have the option to
view it this one time only, so I clicked 'view always' or something to that
effect (don't remember the exact wording) as that was the only valid choice.
Is that normal?

2. Later I went in to the allowed sites box and removed that site but it
doesn't seem to have any effect. The site can still be viewed. Is that
normal? How do I reset it?
