Hi,
Try the Reset button in Internet Options> Advanced. Note that this will
delete stored (autocomplete) passwords. Do you have those recorded
elsewhere?

If resetting IE settings helps with this download problem, you may still
have to re-enable browser add-ons individually to see if a troublesome one
is found.

The troublesome program may not show up as an add-on. Take a look at
download managers, security programs, firewalls, security suites, etc.
A firewall might be causing this problem. Be sure to turn on the Windows
Firewall from Control Panel> Windows Firewall before disabling a third-party
firewall or security suite during testing.
