RE: standard account cannot remember setting for Visual Effects. WHY?
I have been experiencing the same sort of issue with mouse settings, system
icon in the notification area of the task bar (volume, network, power, etc.),
etc.
I have tried disabling the UAC, rebooting, changing the settings, rebooting,
re-enabling UAC, rebooting... but those settings do NOT stay where I need
them. This is very frustrating.
Anyone have any other suggestions why this is happening?

No conflicts showing in Device Manager

standard account cannot remember Advance system setting-> Performance->
Visual Effects.

I want to turn off the apearance like the fade or slide menus into view,
fade or slide tooltips into view, slide taskbar buttons, slide open combo
boxes, shadows under menus and mouse effect to improve performance but it
keep coming back again and i don't care about those special effects. is this
a bug

You must have User Account Control (UAC) ON. You will have to turn it OFF
then make your changes and save them. When you turn UAC back on you will
reboot your computer and your settings should be stay.

Goto START/CONTROL PANEL/USER ACCOUNTS and click on the "Turn User Account
Control on or off" link, then uncheck to UAC box and click the OK button.
You will have to reboot.
