Speech Recognition: cannot open reference card

I have been playing around with the speech recognition software built in to
vista. I think it works very well compared to other voice recognition
software packages I've used in the past but I do have a problem for some
reason I can no longer open up the reference card to see all the commands.
I'd get an error saying that windows Internet Explorer cannot open /
windows.

Has anyone else had the problem with opening up the reference card for the
speech recognition.

I get this error, too. Please, can someone figure out what's wrong? I wish I
could help.
