Win Explorer Default Opening Setting-Change?
Can the default opening level of Win Exp be changed from Documents to
Computer?, and if so, How?

Would either of these work for you?

Start> Computer
or
Windows key +E (this one may open at "c:" if there are not multiple hard
drives).
