I suspect you will find more awareness of this symptom and any
possible resolutions for it in newsgroups which specialize in
either your OS or in Outlook. Cross-posting for your convenience.

The information about uninstalling IE7 applies only to XPsp2 users.
IE7 is the base level of browser functionality in Vista, similar to IE6 being
the base level of browser functionality in XP.
