I think of KMS, because this error is typical for misconfigured networks
where a KMS is used.
If it was a retail Key and activation against Microsoft was not possible he
would have received the error that the internet connection does not work and
then the assistent would have come up with automated telephone activation as
alternate.
Therefore I came up with the idea
