Network & Sharing Center window wont open

Network & Sharing Center window wont open
Our main wireless internet connection has stopped working on one of
the Dell laptops. It works fine on the other and the Mac. When
attempting to connect, a "login dialog" appears where it asks for the
user, pass and domain. I remember this happening to both Dells (Vista)
when we first got the wireless router and the workaround was to
manually create the connection. I'm not sure what has happened to
cause this laptop to stop connecting automatically, but I thought a
good fix would be to manually create the connection again. Problem is,
when I go to the Network window and click on "Network and Sharing
Center" a new window briefly appears then disappears. Why is it doing
this & how can I fix it??

Try this:
1. Go into Safe Mode With Command Prompt
2. At the command prompt:
net localgroup "Administrators" "local Service" /add [enter]
See "The command completed successfully". Type:
exit [enter] and allow Vista to start normally.

Not to sound ignorant but....when I press f2 at startup, I am not
given the option of safe mode like I'm used to seeing. The only option
that appears is choosing an OS of which Vista is the only option??

Safe mode is usually F8 .

That didn't do anything.....Network & Sharing Center still wont stay
open.
