Settings.ini is being used by another process.

"Settings.ini is being used by another process. Close the other program
and then click retry, or Click Cancel to exit side bar" I get this error
message each time I log on to a user account, how do i get rid of it? I
do not have a side bar on the screen!. Also when internet explorer comes
up i get a blank page which i cannot get rid of by clicking the red X
box in the top right hand corner.
Appologies if this info is sketchy but am a novice with my laptop, can
probably provide more information if needed, thanks in anticipation.

You can use this tool to work out which process has it open

Handle v3.42
http://technet.microsoft.com/en-us/s.../bb896655.aspx

From a 'Run as administrator' cmd.exe prompt ....

handle settings.ini

On your Computer, organize and selected Folder and Search Options. click
on the view tab and selected show hidden files and folders.
Local disk C> users>user name>n AppData
On getting a request you can view this folder. visit to Local,
