This is usually caused by a buggy third-party shell extension. Following "Method 2" in the following article should isolate the problem:

Dear all,
When I'm in a directory with some JPG photos (or others), I can't see them
as a slideshow.
Why? Simply because when I click on the "Slide Show" button in the Explorer
icons bar, nothing happen. Nothing.
It seems that the link with Photo Gallery is broken. It does not launch it.
I can of course launch Photo Gallery manually via the
WindowsPhotoGallery.exe and look for the same directory, see the photos and
start a slideshow without any problem.
So only the direct link to Photo Gallery from the Explorer "Slide Show"
icon/button does not work. Which is really a pain as it was usefull to have
the slideshow launch immediately in the current directory.
Any idea?
