Run something like
diff -rq /dev/fs/C/foo/ /dev/fs/E/foo/
If you have files in foo with non-ascii filenames, you get results like
diff: /dev/fs/C/foo/???????.txt: No such file or directory
diff: /dev/fs/E/foo/???????.txt: No such file or directory
